Is Ineffa worth building?

Ineffa is one of the most rewarding off-field investments right now — she carries huge Lunar-Charged damage on her own while also keeping the team alive with a durable shield. You don't need her signature Fractured Halo to make her work; Staff of the Scarlet Sands or even Bloodsoaked Ruins get the job done. Priority one is a clean 4pc Aubade of Morningstar and Moon, then Energy Recharge to keep her Burst uptime. She shines hardest with a high-uptime Hydro unit to keep Electro-Charged rolling.

The Optical Flow Shield Barrier absorbs DMG based on Ineffa's ATK, and it will absorb Electro DMG with 250% effectiveness.

Supreme Instruction: Cyclonic Exterminator

Through Multipurpose Smart Assistance Unit, Birgitta, Ineffa can use Rocket Punches to quickly clean up opponents! Shoots Birgitta into the fray, dealing AoE Electro DMG and allowing Birgitta to remain on the field.

If Birgitta is already on the field, having been summoned by Ineffa, this Skill will re-summon Birgitta at the target's location and reset her duration.

Overclocking Circuit

If there are thunderclouds created by Lunar-Charged reactions nearby when Birgitta unleashes Discharge attacks, she will initiate an additional attack, dealing AoE Electro DMG equal to 65% of Ineffa's ATK. This DMG is considered Lunar-Charged DMG.

Panoramic Permutation Protocol

When using the Elemental Burst Supreme Instruction: Cyclonic Exterminator, all your party members will gain the Parameter Permutation effect: Increases Ineffa and your own active party member's Elemental Mastery by 6% of Ineffa's ATK for 20s.

Combat Rotation

Open with Elemental Skill "Cleaning Mode: Carrier Frequency" to deal AoE Electro DMG, raise the Optical Flow Shield Barrier, and summon her assistant unit Birgitta.
Fire off Elemental Burst "Supreme Instruction: Cyclonic Exterminator" (60 Energy, 15s CD) to re-summon Birgitta on the enemy, refresh her duration, and land another AoE Electro hit.
The Burst grants the whole party the Parameter Permutation effect — Elemental Mastery up by 6% of Ineffa's ATK for 20s — so swap to your main DPS right away to make use of it.
Have your main DPS (often Hydro-based) trigger an Electro-Charged reaction; Ineffa's Moonsign Benediction passive converts it into a Lunar-Charged reaction.
Keep Birgitta near the Lunar-Charged thundercloud so her Discharge attacks trigger an extra AoE Electro hit worth 65% of Ineffa's ATK (Overclocking Circuit passive).
Repeat the loop: recast Skill every 16s to refresh the shield and reposition Birgitta, time the Burst on its 15s/60-Energy cycle, and always keep Birgitta close to enemies to maximize the bonus damage.
