Prioritize S2 (Blessings Upon You): every MP replenish/use buffs strong-element Damage by +40.9%/+31.68% for the whole Electric team, plus a Full Charge auto-hit for 547% ATK — her most consistent damage source. Level S1 (Meditation) alongside it since it's the MP-regeneration engine that fuels her Burst Skill (which scales off Max HP) and stacks Max HP over repeated Full Charges. Leave Burst Skill for last since it already has a high fixed multiplier (1372.8% of ATK+HP) and is less level-dependent than the other two.
