Priority: S1 > S2 > Burst. S1 converts each Explore Route stage into a lasting buff (Distributed Damage, core damage, then Crit Rate), so leveling it raises Quency's damage ceiling directly. S2 accelerates stacking toward those stages through normal attacks, making it the second priority. Burst already deals a huge lump-sum hit and gains comparatively less from extra levels.
