Is Kujou Sara worth building?

Sara is a high-quality Electro buffer but fairly team-picky: she shines brightest next to Raiden Shogun, and outside that she often gets outdone by other Electro supports. Her big upside is a very strong ATK buff plus a chunk of her own damage. To get her going you want a 4pc Emblem of Severed Fate for both energy and burst damage, plus enough Energy Recharge to fire her Burst every rotation. If someone on the team already wears Noblesse, don't double it up on Sara. Hit your ER first, then tighten up crit.

Tengu Bowmanship

Normal Attack
Performs up to 5 consecutive shots with a bow.

Charged Attack
Performs a more precise Aimed Shot with increased DMG.
While aiming, crackling lightning will accumulate on the arrowhead. An arrow fully charged with the storm's might will deal Electro DMG.
When in the Crowfeather Cover state, a fully-charged arrow will leave a Crowfeather behind after it hits.

Plunging Attack
Fires off a shower of arrows in mid-air before falling and striking the ground, dealing AoE DMG upon impact.

Tengu Stormcall

Retreats rapidly with the speed of a tengu, summoning the protection of the Crowfeather.
Gains Crowfeather Cover for 18s, and when Kujou Sara fires a fully-charged Aimed Shot, Crowfeather Cover will be consumed, and will leave a Crowfeather at the target location.
Crowfeathers will trigger Tengu Juurai: Ambush after a short time, dealing Electro DMG and granting the active character within its AoE an ATK Bonus based on Kujou Sara's Base ATK.

The ATK Bonuses from different Tengu Juurai will not stack, and their effects and duration will be determined by the last Tengu Juurai to take effect.

The tengu race have never lacked for exceptional talents who have received an Electro Vision. It's just that they often habitually chant praises to the Electro Archon while manipulating Electro. The chants go something like this
"Show forth your might, O praiseworthy Narukami, and grant this supplicant your thunderous might! Sowaka!"

Subjugation: Koukou Sendou

Casts down Tengu Juurai: Titanbreaker, dealing AoE Electro DMG. Afterwards, Tengu Juurai: Titanbreaker spreads out into 4 consecutive bouts of Tengu Juurai: Stormcluster, dealing AoE Electro DMG.
Tengu Juurai: Titanbreaker and Tengu Juurai: Stormcluster can provide the active character within their AoE with the same ATK Bonus as given by the Elemental Skill, Tengu Stormcall.

The ATK Bonus provided by various kinds of Tengu Juurai will not stack, and their effects and duration will be determined by the last Tengu Juurai to take effect.

Sara departed from her people, the tengu, and also temporarily lost her faith in the Tenryou Commission. But once the clouds over her heart cleared, she found her own lightning anew.

Immovable Will

While in the Crowfeather Cover state provided by Tengu Stormcall, Aimed Shot charge times are decreased by 60%.

Decorum

When Tengu Juurai: Ambush hits opponents, Kujou Sara will restore 1.2 Energy to all party members for every 100% Energy Recharge she has. This effect can be triggered once every 3s.

Land Survey

When dispatched on an expedition in Inazuma, time consumed is reduced by 25%.

Combat Rotation

Cast Elemental Skill E (Tengu Stormcall) first to enter Crowfeather Cover.
Fire one Charged Shot while Crowfeather Cover is active to consume it, planting a Crowfeather that triggers Tengu Juurai: Ambush for Electro DMG plus an ATK buff.
Once you have 80 Energy, unleash Burst Q (Subjugation: Koukou Sendou) for wide AoE Electro DMG and another ATK buff for the whole team.
Immediately swap to your main DPS and keep them inside the buff/Electro field to benefit from the ATK bonus and trigger elemental reactions (Aggravate/Overloaded/Electro-Charged depending on the team).
Let the main DPS free-cast normals and skills while the buff is active — buffs from different Tengu Juurai don't stack, only the latest applies.
Send Sara back to auto-attack or off-field to regenerate Energy while E (10s CD) and Q (20s CD) come off cooldown.
Prioritize Energy Recharge so you can reliably hit 80 Energy for Q every rotation, keeping the buff loop uninterrupted.
